If you scan and obtain a microchip number (typically 15 digits), you can identify which provider to contact by checking the first 3 digits, as shown below:

For dogs living in Bangkok that participated in a free microchip implantation program or were registered with the Bangkok Metropolitan Administration (BMA), the records may be stored separately in a government database.
